A coalition of around 60 non-governmental organisations (NGOs) has written to Mexico's health secretary, José Ángel Córdova Villalobos, calling on him to declare HIV/AIDS a national emergency according to EFE news agency. Such a move would pave the way for the issuing of compulsory licences for antiretroviral (ARV) drugs, as used by Thailand and Brazil to obtain generic versions of Merck & Co's Sustiva (efavirenz) in 2007.
