Namibia's recently announced 2008/2009 budget has split public opinion. Prominent lobby groups within Namibia, including the Legal Assistance Centre (LAC), have criticised the low priority given the healthcare. Just 9.5% of the budget will be spent on health - well below the 15% target set by African health ministers in April 2007 However, local opposition parties and external observers have suggested that public expenditure plans are overly generous and are a thinly veiled attempt to woo the electorate ahead of a presidential election expected in 2009.
