South Africa's Department of Health has reported to the UN that it is struggling to meet its HIV/AIDS treatment targets as outlined under the National Strategic Plan (NSP) 2007-2011. In 2007, only 42% of 889,000 South Africans in need of antiretrovirals (ARVs) were able to access them. If the government is to remain on track to meet its goal of 80% of HIV/AIDS patients receiving ARV therapy (ART) by 2011, it should devote ZAR6bn (US$747mn) to the NSP in 2008, rising to ZAR11bn (US$1.37bn) in 2011, according to the 'low cost' NSP
