According to data from Euro HIV, which is part of the ECDPC, Estonia had 504 new cases of HIV/AIDS per million inhabitants in 2006, compared to the average rate across Europe of 111 per million. This high growth rate is a particular concern, considering that Estonia's problems with a disease have only been relatively recent. TheHIV/AIDS epidemic began to take hold in 2000, when the disease became common among intravenous drug users. Prior to this prevalence rates were relatively low. Heterosexual transmission rates have also skyrocketed, increasing by five times since 1999 in the former Soviet Union countries.
