US drug industry association PhRMA has included a number of European countries in its latest 'Special 301 Submission'. The report identifies specific countries that PhRMA feels should be placed on the United States Trade Representatives (USTR)'s Special 301 list regarding intellectual property (IP) violation and market access barriers. In 2007, PhRMA has singled out the European Union (EU) as a whole for criticism due to its policies of price restrictions and the rampant parallel trade in medicines that exists in its borders.
