The International Monetary Fund (IMF) has criticised countries in the Middle East and North Africa (MENA) region for having institutional weaknesses that deter foreign direct investment (FDI). These include cumbersome and costly business procedures and poor regulatory systems, which have a detrimental effect on industries such as pharmaceuticals.
