The German government coalition of Christian Democrat/Christian Social Union (CDU/CSU) and Social Democrat (SPD) is split over the contentious health reforms due to be implemented by Health Minister Ulla Schmidt. The CDU want a per capita health insurance payment, while the SPD wants a system that charges the wealthy more.
