A sudden surge in the incidence of influenza and acute respiratory infections in late October/early November 2009 has forced Prime Minister Yulia Tymoshenko to shut schools, implement quarantines and ban public gatherings, while President Victor Yushchenko has called for the National Security and Defence Council to become the centre of decision-making - a decision which could be interpreted as implementing marshal law.
