Draft Healthcare Bill Withdrawn, But Shift Towards More Private Medical Provision To Continue

BMI View: While there has been no immediate impact on Romania's health system following the withdrawal of the draft healthcare reform bill, the development is bad news for private healthcare providers. Not just because the bill included some new business opportunities, but because its withdrawal signifies uncertainty and a lack of political will to push through uncomfortable reform in the short term. However, the need for new healthcare reform remains and our view is that in the coming weeks the government will amend the bill, reducing the focus on private sector involvement. However, we believe it will still push ahead with reform to introduce complementary and supplementary healthcare coverage, though is likely to dilute the most opposed aspects of the bill such as private ambulatory services. We reiterate that this development is not the end of the country's shift towards greater private medical provision and while companies will be faced with uncertainty in the short term, the long-term outlook is more positive.
